The council refuses to take action against this cruelty and continue to treat eash case frivolently. The number of dead horses being found dumped in residential fields has risen substantially in the last few years. The DSPCA have been overwhelmed with calls of injured horses with numerous and sometimes life threathening injuries to their legs caused by ropes being used to tie horses down to an enviornment which is wholly unacceptable for their proper care. Another major problem is the number of young horses being reported to the DSPCA between April and July with extreme starvation. A time of which no horse should be underweight considering the copious amounts of fields for pasture that should be available to them. There are already laws in place to supposedly protect the animals from such cruelty but the council doesn't take this proble seriously enough to do anything about it! We need your help! I want to stress the seriousness of the situation and gather as much support as possible, because the council will only take notice if enough people are making a noise about it. Only way to make a living is to call nursing homes everyday and the nursing homes expect you to be with MNET. Over the years we have helped one person or another, from moving my mom in or my dad, my brother, taking in strangers that were hitch hiking that had kids, teenagers, mother with small kids, you name it we have done it.&nbsp; There was once we even took custody of a neighbor&rsquo;s 2 children (they were mixed) while the mother went into drug rehab.&nbsp; I don&rsquo;t want anyone to say we are heroes; I don&rsquo;t want anyone to feel sorry for us.&nbsp; I am asking for your help.&nbsp; This brings us pretty much up to date. &nbsp; I am going to start with my own kids first.&nbsp; Amanda is 16 years old.&nbsp; She has been through a lot for such a young age.&nbsp; Her father raped her for years.&nbsp; The police officer told me that he would not go into details but that he had worked on the force for years and he &ldquo;had never seen such a brutal case&rdquo; and that he would pray for her to get through the rough road ahead.&nbsp; I thought all rape victims all went through the same thing and I could not understand what he meant until I had to hold her through the first flash back of him raping her and her curling up in my lap and crying so hard.&nbsp; A mother worst nightmare had come true for me.&nbsp; I want to hurt him as bad as he had hurt my child.&nbsp; I went through days on end with her yelling at me, hating me, hating herself, watching her self-esteem go to nothing.&nbsp; But through it all her grades never dropped.&nbsp; The schools were amazed, as was I.&nbsp; I told her not to worry about her grades that if she failed we would work through it the next year.&nbsp; But she never did.&nbsp; That was January 2008.&nbsp; Since then, Amanda has had flash backs of others that have raped her or touch her wrongly. Then in May of 2008, my son was accused of sexual abuse on a 4 year old.&nbsp; He was put in jail for 11 days.&nbsp; All charges were dropped because from what we were told there was no proof of it.&nbsp; We took him to a specialist that did lots of tests on him to see if he could do anything like this to anyone, those test said he was not able to.&nbsp; My son&rsquo;s name is Austin and he is 15.&nbsp; Then earlier this year, he finally told that Amanda&rsquo;s father tried to rape him as well.&nbsp; &nbsp; Now there is Joseph Collins, &ldquo;Joey.&rdquo;&nbsp; He came to me last year, near the end of the year with no place to stay.&nbsp; After I allowed him to move in at 20 years old and in the Army Reserves, I found out that his mother died, at the time he was only 18.&nbsp; He does not know of any other family members left in his family.&nbsp; So he has no one.&nbsp; The Army and we are all he has.&nbsp; He is trying to go active duty so he can go to AIT and become a chef.&nbsp; He is also enrolling in Brookline online College.&nbsp; He needs 16 credit hours to go active.&nbsp; He has had a very rough upbringing as well and I have to teach him how to be a good man.&nbsp; He knows so but his mother and grandfather was abusive to him from what I was told by him. Last but not least, Sarah, she is 18.&nbsp; She lost her mother on April 19 of this year.&nbsp; She is trying to put her life back together.&nbsp; She has also had a rough upbringing.&nbsp; Her mother has hit her with broom handles and busted her head open; she had blood running down her head.&nbsp; Her mother was put in jail then to a half way house because of it.&nbsp; Sarah&rsquo;s aunt took custody of her during this time.&nbsp; Sarah was also put on mental health medication to control her because she had to sleep with older men to help provide food for herself and her sick mother.&nbsp; When I moved her in July of 2009, I would take food to them nightly.&nbsp; That is when Sarah learned to trust me enough to tell what was going on in her house.&nbsp; She is nowhere near ready to deal with this yet.&nbsp; She still has flash backs of all the abuse that she has went through.&nbsp; I have to sit and hold her, she yells a lot when she does not understand why, I, a total stranger to her can love her unconditionally but her mother could not love her that way.&nbsp; She is a lot like my daughter, just needs constant reassurance that everything is okay and that no man will ever hurt them again. So with 4 kids in the house my husband and I knew we would need a bigger place.&nbsp; So, we spoke to our current landlord about buying one of her properties on a land contract.&nbsp; She (landlord) agreed and we moved into the new house April 1st of this year.&nbsp; Then on April 19th, I got the notice that the house is being foreclosed on and I received the papers on April 20.&nbsp; Since then I get phone calls on it and so forth.&nbsp; The worst part is that the landlord is 73 years old and in March we saved her life (us and some friends of ours).&nbsp; The doctors&rsquo; told us that if we had been 3 hours later the mucus that had dried over her mouth would have been completely closed over just like her nose was.&nbsp; She only had a small opening to breathe through.&nbsp; We literally saved her life. As a result of this rate increase,&nbsp;City of Celina residents now pay an amount that is far in excess of what most other US cities are paying for these services. This exorbitant amount is further compounded by the fact that the city does not deduct irrigation water from the sewer charge calculation. Currently,&nbsp;sewer charges&nbsp;are based upon total usage,&nbsp;including irrigation water. A sewer charge should not be applied to outside water because this water is not returned through the same pipes as inside water and it is therefore not treated as sewage. Charging a sewer fee for this water is a charge for a service that is not being performed.&nbsp;&nbsp; &nbsp; In June and July of 2010, several emails regarding these concerns were sent to the Mayor of Celina, the City Manager, and to the City Council. In response, the justification has been a sewer charge maximum or &ldquo;cap&rdquo;, which is currently set to 14,000 gallons per month. However, two major disparities arise with regard to this justification:&nbsp; &nbsp; 1. The average household uses 10,000 gallons of inside water, not 14,000. At $5.57/1,000 gal., the average household that irrigates their property is being overcharged by at least $22.28/month for months in which they irrigate. 2.&nbsp;Even if the cap was lowered to 10,000 gallons, this method of &ldquo;capping&rdquo; would still be unfair to those who consistently use less inside water per month than the cap.&nbsp; &nbsp; A fair means by which other cities calculate their sewer charge is called &ldquo;winter averaging&rdquo;. This method considers the average usage during months in which residents do not irrigate their properties; November - February. This amount is considered your typical &ldquo;inside water&rdquo; usage. The basis for this method is that your &ldquo;inside&rdquo; water usage should be about the same in both summer and winter. Therefore, summer usage that is above your winter average is considered &ldquo;outside&rdquo; water, and a sewer fee does not apply. You are charged sewer fees on only your &ldquo;winter average&rdquo; amount. This is not how the City of Celina performs&nbsp;its sewer fee calculation.&nbsp; Here is an example of how Celina residents are being overcharged: &nbsp; City of Celina method: &nbsp; Let&rsquo;s say that your average monthly winter water usage is 6000 gallons.&nbsp; In a typical summer month, however, you use 15,000 gallons of water due to irrigation. The base sewer charge is $20.00*, which includes the first 2000 gallons.&nbsp; Then you are charged a rate of $5.57 for each 1000 gallons used above 2000, up to 14,000 gallons (14,000 gallons is the maximum or &ldquo;cap&rdquo;). So, in this example, your sewage charge for a typical summer month would be: &nbsp; $20.00 for the first 2000 gallons used, plus $66.84 for the next 12,000 gallons used ($5.57 x 12), for a total of $86.84 which is the maximum charge per residence for sewer service. &nbsp; For each summer month that you irrigate, you will have paid this maximum amount of $86.84. *The base charge is higher for homes with&nbsp;larger meters. &nbsp; Compare this to the &ldquo;winter average&rdquo; method: &nbsp; Given the same parameters and using the more reasonable and customary &ldquo;winter averaging&rdquo; method, here&rsquo;s what you would pay: &nbsp; $20.00 for the first 2000 gallons, plus $22.28 for the next 4000 gallons, for a total of $42.28. &nbsp; The customer in this example is being overcharged by $44.56 per month for sewage-- the difference between what he pays now, $86.84, minus what he should be paying, $42.28. However, the original intention of providing&nbsp;opportunities to talented fashion designers was undermined by the accentuation of the&nbsp;&ldquo;spectacle&rdquo; aspect of the fashion show as opposed to the assets and final presentations of each&nbsp;competitor. the 70,000 Euro Fund (the amount cited in both the Morgen Post and Berliner&nbsp;Zeitung) could have surely been distributed amongst all Top 5 Finalists, particularly given the&nbsp;fact that the Top 5 were all selected for the high quality of their work (from a pool of over 100&nbsp;applicants) as well as for their financial exigencies as young designers who aim to start their own&nbsp;fashion label. Moreover, the competition was unprofessionally organized and poorly moderated. It was very&nbsp;clear that the voting procedure was bias and not transparent. For example, one of the jury&nbsp;members, Diane Pernet; a fashion journalist from Paris, was not even present at the final runway&nbsp;show. Additionally, jury member, Jan Joswig; also an important German fashion journalist, was&nbsp;obviously not aware of the jury&rsquo;s decision. Conclusively, the whole competition was a farce. The ineffeciency of the event&rsquo;s organization&nbsp;completely undermined the government&rsquo;s proposed mission to strengthen Berlin&rsquo;s creative&nbsp;industries. Instead, the money was questionably distributed amongst the seemingly pre-selected Top 3 Winners while the fourth and fifth place competitors merely served to flesh out the&nbsp;show&rsquo;s theatricality. It was also unclear why some of the lower ranking competitors; such as&nbsp;Schmidt and Takahashi, received funds while the fourth and fifth place Finalists were&nbsp;completely unacknowledged at the end of the show, and were not given funding and/or&nbsp;promotion as a base reward for placing in the Top 5. The talents of these two finalists seemed to&nbsp;be exploited to turn the whole event into a &ldquo;spectacle&rdquo; rather than an opportunity to provide&nbsp;resources to Berlin&rsquo;s exceptional and emerging fashion designers. &ldquo;Start Your Fashion Business&rdquo; seemed like a case of potential misuse of the government&rsquo;s&nbsp;resources and of a failed project that did not manage to fulfill its objectives.
